This research paper presents a comprehensive study of the Qur'anic terminology ‘Azm al-Umūr, examining its ethical, legal, and strategic implications through the lens of linguistic and exegetical traditions. The central research problem explores the nexus between individual moral fortitude and the preservation of collective social order. Employing descriptive, analytical, and comparative methodologies, the study synthesizes insights from classical lexicons and Tafsir literature spanning from the classical to the modern era. This study contributes to the existing literature by re-evaluating traditional exegetical insights through the lens of contemporary strategic management. The core findings establish that ‘Azm al-Umūr is not merely a moral recommendation but encompasses mandatory divine commands (Ma'zumāt) that necessitate intellectual soundness and strategic management (Sawāb al-Tadbīr). The analysis demonstrates how this concept transitions from individual virtues of patience and piety to encompass the social-ethical obligations of enjoining good and forbidding evil, serving as a bulwark against social decay. Furthermore, the paper evaluates the strategic necessity of forgiveness and steadfastness in maintaining the stability of the Ummah, ultimately linking these traits to the character of the Ulu al-'Azm messengers.
